Like the other guy said, the timer is 4.5 seconds. One simple and easy timing to remember is 6 meters/6 blinks. If you want to nade a floor from below where you know someone is standing, you ping the ceiling, crouch at 6 meters away and let go of the nade right after the 6th blink.
